Bylaw No. 2009-086 – Smoking prohibited outdoors on any property owned and occupied by the City including but not limited to property upon which is located a City facility, parkland, playground, sports field, spectator seating area, ice surface, etc. whether or not a “No Smoking” sign is posted. “Outdoors” means any open space which is outside of a facility, building, structure, premise including any temporary building, structure or part thereof, whether covered by a roof or not. A public education campaign was undertaken to inform individuals of the outdoor smoking prohibition within the City of Barrie. Bylaw No. 2011-106 – Several designated parking areas of City facilities and parklands set out in Schedule “A” to this By-law and are exempt from the bylaw. Some locations were added to Schedule “A” in 2011.

“Smoke or “Smoking” includes the carrying of a lighted cigar, cigarette, pipe or any other lighted smoking equipment or product but does not include smoke or smoking where smoke or smoking is used in a stage production of a theatrical performance.

This bylaw is leading edge because it prohibits smoking on all municipal property. However, an exemption for smoking in stage productions is not recommended. It is also not recommended to name specific locations in the bylaw as it means amending the bylaw whenever a location is added.
