Bylaw 2054, City of Merritt Parks Regulation Bylaw 2054, 2008 (Consolidated version)
This bylaw includes amendments made by Bylaw 2211, 2016 which were passed 12 July 2016.
No person shall smoke at or in a park.

“Smoke or Smoking” means to inhale, exhale, burn, or carry a lighted cigarette, cigar pipe, hookah pipe, electronic cigarette, or other smoking equipment, that burns or vaporizes tobacco, marihuana, or any other substance.
“Park” means any real property owned or subject to a right of occupation by the City for the purposes of pleasure, recreation or community uses of the public including public parks, playgrounds, public squares, green spaces, and footpaths; but does not include the traveled portion of a highway.

Policy Analysis
This bylaw is considered leading edge by virtue of its broad definition of smoking which includes other weeds and substances, as well as e-cigarettes and waterpipes. Note also that marijuana has been explicitly included, presumably in preparation for its eventual legalization.
