Smoking is prohibited at, in, on or within 7.5 m of a number of venues define in the bylaw, including the public entrance to all municipal buildings and private businesses to which the public has access. It is also prohibited at or within 7.5 m of parks; a named lake and trail; playing fields and tennis courts; bleachers; and playgrounds. Smoking is also prohibited within 7.5 m of transit shelters, taxis and public buses; and at or within 7.5 m of sporting events to which a ticket has been purchased.

“Smoke” or “Smoking” means to inhale, exhale, burn or carry a lighted cigar, cigarette, pipe or other lighted smoking equipment that burns tobacco or other weed or substance but does not include the carrying of lighted incense or other lighted smoking equipment used solely for ceremonial or religious purposes “Municipal Smoke Free Area” means Rotary Lake, the Dawson Creek Trail, a playing field, a bleacher for spectators, a tennis court, or a playground which is owned, controlled or operated by the City for the use or pleasure of the public “Outdoor Venue” means a place that is not Fully or Substantially Enclosed and is used for the assembly of persons, including for education, worship, entertainment, recreation, business or amusement

This is a leading edge bylaw because it prohibits the use of other weeds and substances. It also prohibits smoking within 7.5 m of many outdoor locations, including all doorways to which the public has access (private and municipal buildings); outdoor sporting events; trails; beaches; transit stops and shelters. There is also a 7.5 m buffer zone around parks, playgrounds and recreational fields.
