This bylaw prohibits people from carrying a lit cigarette, cigar or pipe, or burning tobacco in any way, on, in or within 1 metre of a transit vehicle, passenger shelter, transit station, or transit platform.

This is a leading edge bylaw because it provides a smoke-free buffer zone around transit shelters.
However, the 1 m buffer is inadequate to protect people from second-hand smoke.
SHS science states that it should be a minimum of 7 m.
