“Smoke” or “Smoking” includes the carrying of a lighted cigar, cigarette, pipe or other lighted smoking equipment.

Policy Analysis

As far as we know, Kelowna is the only municipality that has prohibited smoking at an airport. Airports are generally federally-regulated, leaving municipalities with no jurisdiction to restrict or prohibit smoking.
