Parks & Community Facilities Bylaw No. 1278, 2011

Broad definition of smoking includes “other smoking material or equipment.” Smoking prohibited in parks and on trails, except in designated smoking areas that have been approved by the Town for special events only.

“Smoke” or “smoking” shall mean the lighting up and use of a cigarette, cigar, pipe or smoking material of any kind that creates smoke that is taken orally, and includes the carrying of a lighted cigarette, cigar, pipe or other smoking material or equipment.

Playgrounds, which may include Splash Pads and Wading Pools
Sports and Recreational Fields and Facilities

Policy Analysis

This is leading edge because the definition of smoking includes other weeds and substances by virtue of the phrase “smoking material of any kind that creates smoke that is taken orally.” Furthermore, smoking is banned on beaches and trails. However, the bylaw also allows for designated smoking areas, which are not recommended.
