The use of electronic cigarettes is prohibited in all municipal buildings or at outside aquatic or sport facilities. The use of electronic cigarettes is also prohibited within a 9 m radius from any door leading to a municipal building. (The bylaw does not mention air intakes or operable windows.) If, however, the 9 m radius extends beyond the boundaries of the grounds of that particular municipal building, using the electronic cigarette is only prohibited up to those boundaries.

This bylaw is leading edge because it prohibits the use of electronic cigarettes inside municipal buildings, within 9 m of their entrances and at outdoor aquatic or sport fields and facilities. The bylaw could be strengthened by prohibiting the use of electronic cigarettes inside all buildings to which the public has access, not just municipal buildings.
