Places Smoking ProhibitedParks
It is excellent to see another smoke-free outdoor spaces bylaw passed in Quebec. This is a leading edge bylaw because it prohibits all tobacco use. However, it is not recommended to have in a bylaw a list of named spaces where smoking is prohibited in case a name is changed, in which case the bylaw has to be amended. It is more effective to simply prohibit smoking in all parks, for example. This also makes enforcement easier as there are no questions as to which parks allow smoking, if any.
