The bylaw prohibits drivers from smoking in or within 5 meters of a Vehicle for Hire or allowing tobacco products such as ashes, cigarettes, or cigars to remain in a Vehicle for Hire. Drivers will also not have to accept customers who insist on smoking or persist in smoking in the Vehicle for Hire. The broad definition of smoking includes the use of other weeds and substances.

“SMOKE” means to [sic] the act of inhaling a tobacco or other like substance or allowing tobacco or other like substance to burn or dispense smoke.
This bylaw sets a precedent in Canada for prohibiting smoking by the driver within 5 m of vehicle for hire. This does not fit the criteria to be a leading edge bylaw, but it is a novel approach.
